No, hives are a symptom of an allergic reaction. Someone who has hives can't pass them on to someone else.
Very rarely, hives can be a symptom of another illness that is transmissable, like mononucleosis, which is caused by the Epstein Barr virus. So it's possible that someone could have mono, get hives from it, and pass it on to another person...but the odds of that new person also getting hives are out-of-this-world low.
