Yes, Halo has always been a first person shooter when it started out on the Xbox. There was a time though during development of the original Halo (when it was a Mac title before being secured by Microsoft) where the game used a 3rd person camera viewpoint and focused more on strategy based gameplay. I guess things didn’t pan out well with the original vision for Halo and from then on, it became a first person combat simulator.
There are a lot of other first person games for current consoles and PCs so you have a lot to choose from. Some of the best include:

Fear 1 and 2 (All Platforms)
Half Life 2 Orange Box (All Platforms)
