Any word can be intelligent if used in an intelligent context.
Example:
"Ghetto" is not offensive to me in the context of this question because is it in an intelligent question designed to bring additional light to a possibly misunderstood word. That to me is a positive usage of the word as is might serve to enlighten people to the sensitivity of others in our own word choices.
Example:
"Ghetto" would be offensive to me if someone was telling me that I lived in a ghetto as an insult or purposefully aggravating statement about the community I lived in. In this case though any negative word used to try to insult or aggravate me would be considered offensive to me if that was the intention of the word or statement.

The Ghettos are the areas that Jewish people where forced to reside before their trip to death camps. So yes, when knowing that bit of information and using the word... it is very offensive. Using it around others can bring up some really hurtful, painful feelings and memories and people should refrain from using it.
