It all depends of the context, if the speaker has a good command of its own native language first that could be true. German itself offers a good deal of difficulty while learning it. It could even be a bit tougher to handle if those learning it have an inadequate grasp of English. At the high school level, its teaching and learning seems to be simple enough, this is because at that level it is easier to understand than when is more complex. The main reason is that there is sense and logic to the German language structure which English appears to lack. The latter has a considerable number of exceptions to the general rules which German does not have; furthermore this is obvious in their spelling and in the grammar of both languages when compared to each other.
