Yes the government has embarked on a large road/railroad projects ito improve transportation of agricultural goods between Ethiopia and Kenya and it was funded by the African Development Bank (AfDB) and the amount was US$ 326 million (210 million UA). The Ethiopian government is making a huge effort to improve infrastructure in the country and this includes projects(439) which will be funded by Indian investors which will improve on the infrastructure. please see page 4 of this link http://www.pmforum.org/library/RegionalReports/2009/PDFs/july/ETHIOPIA.pdf. This link also provides information about country restoring the railway which is also on page 4.
