Is Dr. Who really John Galt? I keep hearing, "Who is John Galt?" Does the questioning tone mean they aren't sure?

It would be awkward for a fictional character (Dr. Who) to pretend he's a part of our reality in the setting of the show, then assume the identity of anothe fictional character (Rand's John Galt).

Suspend your disbelief once to accept Dr. Who.
Suspend your disbelief a second time to accept that John Galt is real...when the novel was clearly fiction.

That stretches it a bit. How would Dr. Who (the show, not the character) make the world of Atlas Shrugged into a real-life occurrence?

To elucidate more on aleghart's answer (if you don't know already):

John Galt was the central (elusive) character of Aynn Rand's Book, Atlas Shrugged, a good book that is about 200 pages too long. It is full of repetitive diatribes along themes of free capitalism, unrestrained by government.

I find the connection between the two more than a bit of stretch, but then again, Dr. Who is stream of consciousness nonsense anyway....

ahhh...but you're supposed to turn off a lot of critical reasoning with Dr. Who. With Atlas Shrugged, you love it or leave it because of the heavy slant.
