They have announced nothing about sending human beings to Mars, and it would be premature for them to start planning it, since they've never even sent a human to the moon or a robot to Mars.
There are somewhat secretive plans to send a probe to Mars. They're not launching it on their own rocket, but piggybacking on a Russian mission. It will not land on Mars; it's just an orbiter.
Other Chinese scientists have started to set its sights on Mars, but no programs have begun. They are much more likely to do a manned lunar mission first.
