BioShock is not based on a movie or a book. The author of this game is Ken Levine who said that what influenced him on the game's story and setting was by reading some stuff from Ayn Rand and George Orwell and all the utopian and dystopian writings of the 20th century which fascinates him.
He is also interested in stem cell research and the moral issues that goes with it.
With regards to artistic influence, he cited books like Nineteen Eighty-Four and Logan's Run that represents societies that have really interesting ideas.
BioShock is set in an alternate history 1960 where the player is in a role of Jack who figured in a plane crash and survived. He must explore the underwater city of Rapture and survive the attach by the mutated beings and mechanical drones.
The game received many positive reviews and praises for its moral-based storyline and immersive environment and Ayn Rand-inspired dystopian back-story.
