The iPhone 3GS has inbuilt video recording and editing, and the screaming fast hardware to run it well.
The iPhone 3G does not have video recording built in, and it still won't after the OS 3.0 release, or in the new 8GB iPhone 3G. But there are video recoding apps out there which you can use. Like this one:

The iPhone 3GS' hardware (camera, etc) is required for the video support in the 3.0 version of the OS. This is smooth, autofocusing, auto white exposure, video. Unlike the jailbroken low-framerate and low-resolution.
