There is no way to increase the internet speed beyond what your ISP offers.
You can use the available speed a bit more efficient, with tools that download linked pages in the backtround, but that's about it.
There are a few programs that claim to speed things up on this page:
http://www.sharewareconnection.com/titles/speed-up-internet.htm, but I advise you to be careful with this type of programs. Claims like '300% increase' are just impossible to achieve, so those programs are probably scams. Just don't pay big bucks for any 'internet speed up product'.
If you feel you internet connection is not as fast as your ISP promised, you need t contact them directly, telling them you are not satisfied with the delivered product, and lat them check your connection. It might be that there is an old/corroded cable to your house.
If you have ADSL, your maximum speed is also determined by the distance of your house to the node in your neighborhood. The longer that distance, the lower your max. speeds. Your ISP should be able to tell you that too. If your ISP is not providing satisfactory answers, switch over to anhoter one.

Bear in mind if the tester says you go 4mb/s or whatever that's probably true but you'll never ever see taht speed on a single download. Why? Because servers serve hundreds if not thousands of users like you all the time. And even if there hooked up the mother of all backbones your probably never going to see anything over a 1mb/s I usually see some where around 300kb/s - to maybe 500kb/s on really big powerful sites. (Like Microsoft, Apple, etc.). Its not just traffic either the packets have to sometimes travel half way around the world and who knows what sort of bottle-necks they have to squeeze through. Ten years ago the average global bandwidth across the whole internet was about 3-4mb/s that was ALL for everybody when you factored in the bottle-necks. Just some food for thought. But I'd never expect to see higher speeds than you get from Microsoft or Apple or Google. They have distribution points everywhere so there's fewer bottlenecks.

I tested the Speed of the Internet Broadband connection in the site http://www.ip-details.com/internet-speed-test/ fastly it shows the results very very fast but my uploading,Downloading speed is very very slow help me to increase/Boost the speed any tips,Tricks,softwares to increase share with me..

Agreed probably nothing you can do except upgrade to Vista or Windows 7. I believe the IP stacks were entirely rewritten and allow for more thoughput. (Can't remember if it applies to 32bit but I'm sure it does for 64bit OS's).
