There is no way to increase the internet speed beyond what your ISP offers.
You can use the available speed a bit more efficient, with tools that download linked pages in the backtround, but that's about it.
There are a few programs that claim to speed things up on this page:
http://www.sharewareconnection.com/titles/speed-up-internet.htm, but I advise you to be careful with this type of programs. Claims like '300% increase' are just impossible to achieve, so those programs are probably scams. Just don't pay big bucks for any 'internet speed up product'.

If you feel you internet connection is not as fast as your ISP promised, you need t contact them directly, telling them you are not satisfied with the delivered product, and lat them check your connection. It might be that there is an old/corroded cable to your house.
If you have ADSL, your maximum speed is also determined by the distance of your house to the node in your neighborhood. The longer that distance, the lower your max. speeds. Your ISP should be able to tell you that too. If your ISP is not providing satisfactory answers, switch over to anhoter one.
That's about all the help I can offer without knowing more of your personal situation.

I recommend you use CCleaner.

-quote-

"Ccleaner is useful for system optimization, privacy and cleaning tool for getting rid of useless files. The tool helps you in cleaning all the temporary internet files in your browers like internet explorer, firefox, google chrome, opera and also starts scanning your registry and removes all the unused and old entries. It also removes all the temporary files and recent files list in different 3rd party applications like WinAmp, WinZip, WinRar, Limewire, Google Toolbar etc and the main reason for recommending this software is that its 100% spyware free making your pc more secure.

Once you complete the process of cleaning your pc now you need to check out your broadband speed using any 15 speed test tools and iam sure you will see a higher broadband speed because all the useless files and stuff from your computer are removed now."

Agreed probably nothing you can do except upgrade to Vista or Windows 7. I believe the IP stacks were entirely rewritten and allow for more thoughput. (Can't remember if it applies to 32bit but I'm sure it does for 64bit OS's).

Bear in mind if the tester says you go 4mb/s or whatever that's probably true but you'll never ever see taht speed on a single download. Why? Because servers serve hundreds if not thousands of users like you all the time. And even if there hooked up the mother of all backbones your probably never going to see anything over a 1mb/s I usually see some where around 300kb/s - to maybe 500kb/s on really big powerful sites. (Like Microsoft, Apple, etc.). Its not just traffic either the packets have to sometimes travel half way around the world and who knows what sort of bottle-necks they have to squeeze through. Ten years ago the average global bandwidth across the whole internet was about 3-4mb/s that was ALL for everybody when you factored in the bottle-necks. Just some food for thought. But I'd never expect to see higher speeds than you get from Microsoft or Apple or Google. They have distribution points everywhere so there's fewer bottlenecks.

16 Tips To Optimise & Boost Your Broadband Speed

It’s easy to blame your ISP for declining broadband speeds, but while the ISP most certainly has a part to play, there are many things closer to home that can negatively or positively affect your broadband speed.

I write this post out of conviction and experience. I’ve been there in the trenches suffering painfully slow broadband connection speeds that boggle the mind. I’ve done all the tests, had the engineers out and paid far too much for phone calls to support that really didn’t help.

I’ve put together this list of tips, segmented into hardware and software, that will help you to optimise your broadband speed. Try them out one-by-one and hopefully you’ll improve the the speed of your internet connection!

Hardware Optimisations For Improved Broadband Speeds

Check Or Replace Your DSL Filter / Microfilter

All Connected Devices Should Use A Microfilter

Use The Master Socket

Remove Line Extensions

Check For Faulty Third Party Equipment

Check For Interference

Move Closer To Your Router

Ditch Wireless, Use Ethernet

Boost Broadband Speed With Software Tweaks

Get Up To Date

Use A Dedicated Independent DNS Service

Optimise Your TCP/IP Settings

Password Protect Your Wireless Network

Stop Using Internet Explorer

Install FasterFox

Check Applications Running In The Background.
