@mattewh, wow. nice answer. Are you in the business of selling web design services? Your answer scared me and I've been doing this stuff for 10 years now. The average person doesn't need to know xhtml, perl or java. Also, not to put down your site, but its not visually friendly.. White text on black background is so 1998... I never could figure out how to find the 50 webs link btw.. (not that it matters) The average person who puts up a simple website to show their pics doesn't care about open source or css..
@fifi3, Let me start out answering your question with another question. Why? What do want your site to do? Show off pics, sell stuff, be the next mahalo, youtube? Before you get all excited about having a site, sit down take a deep breath and start writing. Write out how you want you website to look, what the pages will be, titles, and what they will have on them. Think of it as a house, you need a solid blueprint.
For a quick and easy way to get a site online there's always Wordpress. Wordpress is the number one blogging solution. Before you go an poo-poo the word blog, http://www.cnn.com is a blog. Blogs are sites that use widgets and have a content managment system.Whether you use wordpress to sell products: http://tabletalk.com/index.php or show off photos: http://www.featuredcontentgallery.com/ or just talk about yourself, you can do almost anything with wordpress..
You can learn more at http://www.wordpress.org . They have a simple 5 minute solution. Ok, so it takes longer if you're new to this stuff, but its still pretty easy. http://codex.wordpress.org/Installing_WordPress
Here's how you set up Wordpress on GoDaddy:
http://www.mahalo.com/answers/from-twitter/does-anyone-else-have-problems-with-installing-wordpress-on-godaddy-com
GoDaddy is about $11 to get started (includes domain name for a year and 2 months hosting) then about $4 a month after that...
The learning curve with wordpress is a lot shorter that with the way mattewh mentioned. True, you won't be able to go get a 6 figure job with a web design company after building your first WP site, but it will be finished faster and it probably will look better than if you were to sit down and try to learn all this bizarre coding stuff...
PM me if you need any help.

I would recommend starting your website on webs.com, then you can get yourself a shorter demain name from http://www.freedomain.co.nr/.
This is a fairly low cost solution :]

2. Create your webpages and test it on your local machine.
3. Now buy a shared hosting package from a web host eg. Yahoo, GoDaddy.
4. Once your host account is activated you can upload your web pages to the space provided by your web host.
5. Now you should change the nameservers to that provided by host company.
6. That's it. Your website is online. Type your domain name in a browser and check your website.

a bit obtuse for a newbie at least point them to a book http://oreilly.com/catalog/9780596527327/?CMP=AFC-ak_book&ATT=HTML+%26+XHTML%3A+The+Definitive+Guide%2c+Sixth+Edition%2c

Obtuse??? Several local people now have websites up based on this very model. AND they are making money with Google AdSense, so if a person wants to know how to build a website, starting with basic html and learning it from the ground up is the best way, otherwise they are subject to the whims of others who think they can build a program that does a better job. I would not refer anyone to a book until they have tried hands-on, experienced the fun and excitement of building their own page, or site. THEN they know what questions to ask, they know what book to look for based on their own experience.

You can create a free website through Weebly. This is a fantastic site to start if you don't know anything about website building. It uses a drag and drop interface so anybody can use it even if you don't have any technical skills. You don't even need to know anything about about HTML codes. Plus they just added an application for a webstore.

Well, most importantly, you need to decide what the purpose of your website will be, who you're targeting it towards and so on. Then, you'll need a name for your website, get yourself in the know with basic HTML, DIV and CSS, then either create your own layout, or hire a graphic designer to make one for you, though they're bound to be expensive. I would recommend starting your website on webs.com, then you can get yourself a shorter demain name from http://www.freedomain.co.nr/.

In my experience, the easiest way to build a website is with Weebly.com. I have no affiliation with them - I promise, but I absolutely love using their site. You can change your template at any time, and all the components of your page can easily be moved around. You can insert a blog on your page, and they even recently came out with tools to create an online store (though I haven't personally tried them yet). It's also 100% free, even if you use your own domain (that means no website.com/username or http://username.website.com URLS).

Go to www.freewebs.com and they will walk you through EVERYTHING. It gives you templates for web pages and I think there is live help if you need it. I've had my own website there for about 6 months now and everyday I go on and I can check my stats to see who's been on my site and which section they were on and for how long. Another one that is good but you can't see your traffic coming in is www.synthasite.com--Trust me try one or both of these and you will not be dissapointed!

Secondly, I happen to own a web design firm. I could easily have given her the latest and greatest info on Mysql, php and visual basic, but she didn't ask for that. She wanted to build a site. Also, did you see my link to my website- I have six of them? Nope. What exactly was the purpose of you putting your link there? Self promotion? She didn't ask about running..
Third, Would you rather I mark your answer unhelpful? I thought about it, but didn't as I also answered the question. What would you rather me do?
(What kind of website do you want to create, etc.)
We can be sure they are no geek, and they most likely don't understand the distinctions between different types of sites.
Pointing them at Weebly or Wordpress is a good way to go.
