While there isn't any "off the shelf" geographical targeting, it's something they're working on.
I was talking to them at AdTech (an online advertising conference) and they said that they were working on this technology. Since it's the first feature many publishers ask for, you have to think it's high on their priority list.
If your content is (or can be) segmented into geographical groups, you can deliver those ads along with specific local content. While this wouldn't ensure geographical location there is a good chance that if someone is reading a blog article about "The top 5 restaurants in Manhattan" on a mobile device that they'd be interested in N.Y.C. ads.

No. It does not have a location based advertising service - but instead has a platform which allows you (the publisher) gets to choose which ads they would like on their site.
