I used to work at Taco Bell...the Gordita shells we would get came straight out of the package and we used them from there...however with the Chalupas we had to put those in a special rack and dip them into the oil for 6 minutes....now I'm not sure if that was to just get the shape or if we were actually frying them...i was drive thru never paid too much attention but to me it seems as if the Chalupas are the fried ones...but I have no research to back me up on that one, just giving my view from a fast food restuarant.

Chalupa bread is an Indian bread and is the one that is FRIED.

Gordita bread is mexican and baked in a skillet on a stove top.
