From the Japanese Customs Website, prohibited items do not include any food items directly. You can see for yourself by clicking on the linked words.
You can also find all the import and export mailing procedures here:
http://www.customs.go.jp/english/c-answer_e/customsanswer_e.htm#kinsei
Then I went on to look at the items in the restricted section, and it said this:
--------Quote:
# Rice, flower seeds/bulbs, flour, straw and straw items
# Fresh fruit, meat products and vegetables (pineapples, green bananas excluded)
# Items requiring Quarantine Certificate are rooted plants, furs, straw products, shells, meats and stuffed animals
# Wildlife products from protected and endangered species
----------/Quote
AND
------Quote:
* Three (3) bottles (around 760cc) alcoholic beverages
* 400 pieces of cigarettes per adult
* 100 pieces of cigars (if there is no other tobacco)
* 500 grams pipe tobacco
* If there are more than 2 kinds of tobacco, up to 500 grams in total weight
* 2 ounces perfume
------------/Quote
I can't link to them directly, because they were popups, but the main link above will get you to them.
There is nothing indicated about prepackaged prepared foods.
However, if you want to save yourself the hassle of going through customs yourself and filling in all the forms and paperwork, why not consider ordering from a company that ships to Japan for you, and they take care of the paperwork?
amazon.com has a gourmet foods and a regular foods section on the website with all kinds of choclates and snacks, and they ship to Japan:
http://www.amazon.com/gp/help/customer/display.html?nodeId=596200
That would cut out some of the hassle for you and then you'd know for sure the item can be shipped.

Answered Question

Mahalo is adding a tip to all questions that don't offer a tip.
Can US citizens export store-bought, pre-made, baked (not frozen) cakes, as well as boxed chocolates to Japan?
My American-born friend misses particular, famous-name, boxed, cakes, and quality chocolates, which are not available in Japan. I'd love to surprise her family with a variety of the delectables this coming holiday season, but I cannot find relevant import/export restrictions/embargoes, etc, on the web (the few that I found were in Japanese, which I can't read!).
I know that Japan imports most of their food, so I presume it's not a major issue, but, as with most nations, they probably have lots of rules and regulations.
I'm looking for Japanese government link(s) or verifiable information concerning the above; shipping information might help, too (my local post office doesn't have the relevant information).
Thanks in advance!

• Your answer had a lot of content,
but little was relevant to my question (e.g., alcohol, cigarettes, etc?).
However, since you were the ONLY answer, you got the BA nod!
FWIW, I went to a full-service post office,
and, after they scoured their information (not available on the net),
they said that Japan allows cakes and candies,
provided they aren't mixes (no explanation given)
and don't contain any meat or meat by-products.
However, it would cost approx $55 to send a six-pound package,
so I may have to find a retailer who'll do it for me,
hopefully, at a lower cost.

To finish up the above, it turns out that Japan has very few import restrictions, compared to that of Europe and North America.

I'm sorry you think my answer wasn't relevant, but I provided you with all the things that were restricted according to the government website. I figured if it wasn't listed in the entire list of restricted things, that meant it was okay - so I thought since the list was so small, I'd give you the entire list, instead of listing the much larger list of things that could be shipped.
