In WOW - Wrath of Lich King, where do tailors choose the new cloth specialty (ebonweave, etc)?

You don't choose the specialty for ebonweave, moonshroud or spellweave, it will just depend on the specialty you already chose.
If you're Spellfire spec then you are automatically Spellweave spec.
If you're Shadoweave spec then you are automatically Ebonweave spec.
If you're Mooncloth spec then you are automatically Moonshroud spec.
The only thing you're doing when you choose a speciality in WotLK is choosing which cloth will earn you an extra proc when making the cloth. You can still wear any of the other cloth types of armor without restriction, unlike in The Burning Crusade.
And to make Ebonweave you need to follow these directions to get to the certain area in Icecrown where you can make it.
The entrance is in Icecrown on the ground @ 51,85 or 55,83
Jump down the big hole @ 54,86 (not sure if there are any tricks to not dying, i just levitate as a priest)
The altar is @ 56,86
There is a portal to get back to the surface @ 54,87
