I could not find a source to answer which countries call it C-S-B, though I've found many sites in the US and UK that mention Bunyakovski (or Bunyakovsky or Bounyakovsi, or Buniakovski, or Buniakowski) either directly, or as a comment of the type "also known as..."
If I had to hazard a guess, given Bunyakovski's Russian heritage, and French education, I'd suspect Russians are most likely to call it C-S-B, or even Bunyakovski inequality. I'd expect many French to also include Bunyakovski in the name.

In Romania, my high school teacher called it C-S-B ; it would be funny to see if this happened because of the Soviet influence in Eastern Europe
I would not be at all surprised. Russians have always been very patriotic, by and large, and during the Soviet era, they had a huge influence on the entire Eastern European community.
