Boiling water vs. cold or room temp. soda? Water, although it could depend how hard a candy it is. Tic Tacs, which have a hard outer shell, will last longer than Altoids--the Altoids are basically powder pressed together very tightly and they'll break apart in either in seconds.

The carbonation in the soda will eventually break them up--Altoids faster than the Tic Tacs..
