In Thailand most merchants asks for a 3% fee if I pay by credit card. Isn't that against Visa/MC regulations?

It's a widespread practice in the non-Western world. Try calling the local Visa office.

Here's what the Tourism Authority of Thailand suggests:

"You may be better off paying cash than using a credit card. While it's technically against the law for the Thai vendor to pass onto you the fee that the credit card company charges them (approximately 2.25% to 3.5%, depending upon card type), it's quite common for them to do so, and it's usually not negotiable -- you either pay the surcharge or don't use your credit card. They often want to charge 4 or 5% instead of the 2.25% to 3.5%.

You should also be aware that many vendors use a third party to bill your credit card. Thus, your credit card number may not be safe.

Any time your credit card number goes down on paper, you could possibly be at risk.

If you lose your credit card or have other problems, you can reach the credit card companies in Bangkok on the following numbers.

I believe that is against Visa / MC regulations. I believe you are correct.

You may just want to pay cash for everything.

They are not allowed. You can file a complaint with their merchant bank.

5.1.C Operating Regulations of Visa International says that:

A Merchant must not add any surcharges to Transactions, unless local law expressly requires that a Merchant be permitted to impose a surcharge.

no, it is common in many store in south east asia. here in Indonesia, we always been asked to pay additional fee if we use credit card.
