in paris for 5 days and am on at&t. what is the best way for me to use voice/data the cheapest. those greedy guys want to charge $0.99/min

Buy an inexpensive prepaid local phone in the country where you are travelling. Use that to make local calls or send text.

If you got an Iphone maybe WiFi and Skype at open hotspots.
