Also, pink, sheen and bright neon colors are out of the question.

There is a Plato's Closet in Louisville, their shops tend to have the designer labels that appeal to younger folks, and I've added links below to a few other shops that may have what she wants.
She may also want to check out vintage clothing; clothing made many years ago is of much better quality and she may find a unique dress that she loves, or at least won't see anyone else wearing at her prom!

I appreciate your answer; however, I was not looking for someone to tell me exactly which dress should be bought. As you indicated, this would certainly be a personal decision. Nor would I like to buy a formal dress online as formal sizing vs. casual clothing sizes very greatly - especially between designers.
I wanted the name of some higher end formal wear shops in the Louisville, Kentucky area that perhaps some people had dealt with directly as time was very pressing and reviews would have been helpful. Mind you, the prom has come and gone and we were able to find a lovely dress.
