In multiplayer matches of Halo 3, whats that circle looking symbol that appears by some peoples names while loading?

I think you're talking about the Seventh Column logo that some people have beside their names. It's a white circle with a line coming out of the top of it.
The logo means the player is registered on bungie.net as a member of the 7th Column, the Halo fan community. You can do the same by heading to bungie.net and creating an account on the site. Link it to your Xbox Live Gamertag. You'll need to create a Microsoft .Net profile, which includes creating a username and using an email address. Then you can link that profile to your Gamertag.
After your bungie.net account has been active for 14 days, you can join or create a fan group using the groups link at the top of the bungie.net page. Once you've done that, you'll get the icon. It denotes the fact that you've become a part of 7th Column by joining the group.
