From MyCheats:
"Your objective for this battle is to punch Vogal nine times. However, he's hiding inside his tank. The only way to have him pop out of tank is to defeat all of the enemy troops that drive up along side of the tank in their trucks.
Each time Vogal steps out of the tank, you'll only be allowed to hit him three times before he retreats back inside of the tank. When he does this, another batch of enemy troops will drive up along side of the tank that you'll have to defeat. Again, continue to punch Vogal until he retreats. Defeat the last batch of troops, and then punch Vogal three more times to end the chapter."
