I presume you are talking about the batteries for climbing up to Shinra HQ after they drop the plate on Sector 7?
If so, they can be purchased from the man who has a tank in his shop (the last shop before you head up the wire) for a small fee.
You actually get 3 of them, 2 of them used elsewhere to gain items en-route to the top!
