In Fallout 3 I went to the crater, truck was only cab, was it the wrong crater, do I need the weapon on me to find alein power cells?

You don't need to have the Alien blaster with you to pick up the extra power cells, you must be at the wrong crater(there are a lot of them). In my game, I didn't find them till later on, and the Enclave had set up a camp at the crater.
