In a 2008 FJ Cruiser w/ AT tires, whats best for snowy / icy roads. 2WD with traction control (toyota VSC), or 4x4 (4hi, VSC disabled).
Driving very slow is the best way to be safe when in adverse driving conditions. But there is a lot of debate with this particular truck as to which mode is best for snowy / icy roads. In 2WD the truck employs a traction control system called VSC. However, when the truck is in 4WD, traction control is disabled. It would seem that the 4WD in this truck is specifically engineered for off-road situations... but whats the official word?

I would say honestly that the 2WD with the VSC is the better option - in addition to very careful driving, as you've said.
Keep in mind that 4WD is not designed for pavement use if the vehicle doesn't have a functional center differential - so unless the roads have a LOT of accumulated snow build up, 2WD on the road is preferable right off the bat. With the added VSC, I would highly suggest 2WD being your main mode, in particular for icy patches.
