I'm trying to setup server monitor and I am getting error cannot_load_bundle_err and software not installed properly. Any ideas?

Which version of the Server Tools package are you using?
When you configure the LOM (by executing this tool directly on the Xserve box running Mac OS X Server), are you using the local connection path via Server Monitor menus?
Do you have both of the Xserve NICs connected and operating on your network?
If these are new Xserve boxes (and in warranty), then consider calling up the Apple Support and being guided through it.
