I'm having trouble getting my dog to walk on a lead. He lunges on a regular collar, and choker chains aren't legal to use in my state

(I still see them being used, but I prefer not to). What kind of dog collar is best for hard-to-walk dogs?

You might consider training your dog to walk on the leash without lunging with something like the gentle leader head collar. It isn't a muzzle, but it fits over the dogs head kind of like a muzzle. This allows you to direct the dog's head to gently teach him not to jump, pull or lunge while on the leash.
