In early February 2011, Twitter announced that it would no longer be offering whitelisting for the Twitter API. Instead, Twitter is now pushing developers to use the streaming API, and find ways to work around the limitations.
This is problematic for many developers who have been working on apps for several months now and were hoping to get whitelisted, but it seems to be necessary for the continued operation and growth of Twitter, as allowing developers to create clients that could call up to 20,000 request per hour was taxing on the system.
