I'm almost positive I had money in the meter when I got my parking ticket. Can a record be retreived to prove it?

I never heard of this but why would you get a ticket if it weren't expired. Contrary to belief they really don't write tickets just for the fine. If it's a digital meter go to the people who run the meters in your Town and see if there is a timestamp record of when the meter is paid. But I doubt it. But if it does than match the clock up to the ticket's time and see.
