M$I know a couple of dozen people who have tried this including myself.
Web sites are like collectibles. They are only valuable to the sellers.
The only people I know who have ever sold a web site are the people my friends and I bought them from.

M$The term "flip" implies you expect to buy them and turn around and resell them immediately at a profit. What I am saying is that you have an almost zero chance of succeeding at that endeavor.
You can make money with a web site if you have something to sell. It can be product or content. You monitize content with ads. To do that, you have to have something that people want to read. Neither approach is easy or quick.

You can make money slowly but you can't make it quickly unless you come up with an idea like Twitter, Face Book, or Mahalo.
You can buy web sites for a few hundred to a few thousand dollars that are already producing income. If you want to buy one of those and work it, you may make a little money. If you can improve it, you may make more money. Be sure you buy a site you understand. If you are a sports fan, don't buy a site that sells herbs and spices.
There are hundreds of sites selling other sites. I am sure you already know about these. Some of them will tell you how much income the site being offered is producing.
