M$This can cause eyes to become tired faster as well as watery or the opposite red and dry.
A very small light and neat program I have found to combat this problem that works on any platform (even linux and mac) is called (f.lux) (xflux on linux). It very slowly adjusts your screens hue with the different time change in your set zipcode.

While it takes a little getting used to.
It has been an invaluable tool in my fight against tired eyes.
Another idea to help prevent tired, watery, or dry eyes is to lower the brightness of your screen just a tad.
You will also be conserving power and helping the environment at the same token.

M$If it's a CRT Screen then the screen produces a Glare which causes eye strain and so it creates Red Eye.
Use an Anti-Glare Filter or Eye Glass if Required.

This is most likely the problem, not blinking enough. I had to train myself to blink on a regular basis when using the computer for exactly this reason.
Train yourself to blink on a methodical and regular basis, especially while typing, gaming or programming.
