Most definitely (I'm answering this for my husband). He's learning through tutorials, rather than through a school, because getting a loan for school while unemployed hasn't been possible. He'd love to have the certification but he figures he can get that later, after he freelances a bit.

He's a graphic designer making the jump to web design/development. He's done a few static designs for web pages, along with lots of print/publishing/ad work, but in our area that industry is shrinking fast.

You mean, as part of some sort of severance package? I don't really think this would've affected me in either way. Obviously, if I've been laid off (and am not independently wealthy), I am going to be mostly concerned with getting another job as soon as possible, and certainly not thinking of going back to school. These days, many business people go "back to school" by taking correspondence courses or courses given on corporate campuses; I don't know the statistics, but I think it is unrealistic for most working people to completely drop what they are doing in order to go to school, unless they have huge savings (which could have well been halved by the recent economy). I personally would be offended if someone offered me a loan to go back to school, as it implies I am not smart or skilled enough to maintain a professional position.

If I had been laid off, I would not be looking to take on another payment. There are too many grants and scholarships out there for me to get a loan to go to school, it doesn't matter how low the rate is. I think it would help some people who can't get scholarships, and grants, but for me personally, I would not be interested.
