It should have been done right to begin with by Bush the Elder in the early 90s. He let American forces get to within 100 miles of Baghdad, and then they stop and go back to Kuwait. Then years later Bush the Lad has to go back and redo the mess that Papa left behind. Talk about bad planning. Operation Desert Storm should have occupied Baghdad and terminated Saddam, so a new Iraq could have been born a lot sooner.
