I know that other actors have played high-profile characters, and played them well, like Will Smith played Mohammad Ali, and Jamie Foxx played Ray Charles.
I can't think of an actor young enough and with the acting chops to believably do Michael Jackson justice. I'd be concerned about the actor's ego, or their baggage of being an actor, to come into play for the part.
Then again, those two examples above did a pretty good job, and Will Smith for one was a pretty big actor at the time.

If you've watched other movies on the life of *some famous person* There seems to be an actor for each stage of his life.
one for the childhood version
one for the teenage version
one for the 20's version
and one for the older versions.
who would play them I don't know. Of course, the teenage version could mix with the 20's, or the 20's with the older ones, as make up and acting can make someone look totally different for each stage (Robert Downey Jr. did something similar in Tropic Thunder).
Everyone can agree though that they must be good. Michael, whether you like him or not, was an Icon. And definitely will have to be done by the best, with the most range as an actor.
As far as singing and dancing goes, they will probably have to do some form of singing and dancing, but the harder stuff will probably be sang by another person, and a "double" will probably be stuck in for the tough dance moves, like they do in action movies for the tough or dangerous stuff.
