The decision is entirely made by the Nobel Prize committee. In recent cases they have given the prize to the two leaders of the countries making peace. But sometimes they award the prize to diplomats facilitating the negotiations, or even foreign leaders who push for them. In any case President Obama would be a candidate but there would be no question of his somehow claiming the spotlight. The committee would be looking at the treaty and how it was negotiated.
