I thought President Obama was still determined to close the Guantanamo Bay prison facility and transfer terror suspects to Federal prisons in the US by January 2010.

The question was rhetorical. Obama has passed out billions in bailouts. I don't think he needs congress to fund the $80 million move from Gitmo. If Obama was serious, he could have those detainees brought to the states today!
