If I download the test version of Windows 7 and turn it into a almost full version via the three files trick, is it still illegal?

Well yeah, because you're modifying the original program that is under Microsoft. The test product is only a beta that they let you borrow. It would be like if you kept the cable companies router. Though you have it, it's still their property, and they expect you to return it when you're done with it. That's why MS put the date that would shut-down any computer running on the test version.
