If I don't terraform a planet after removing the Grox, will they return?
best way to take one of their planets is to go straight 4 the city. The ships will leave you alone once the city is destroyed. Use the cloaking device if you have one.

From browsing different forums on the subject, I believe the answer is yes. Even if a planet is terraformed and the T-score drops to 0 again, the Grox can return. So it seems likely that not terraforming at all will have the same effect.
