If I don't do drama in high school, can I still get into a film school?

You do not need to perform in high school drama to attend film school. Film school is pretty much about the business and production of making movies. Directors and producers go to film school. Actors and actresses attend something else. Of course, they could to go film school as well, but that is not required.
With the increased importance of technology, an aspiring film student should probably spend time in an editing room with computers to put videos together and work on collages. The use of CGI is making much of the development of movies computer-based. Even the most simple computer software programs will help an aspiring student gain certain abilities. Those will serve him/her better than spending time on stage working though the various dramas available in a high school performance.
