I wouldn't do anything.
I think that if you serve in the armed forces, you should be tax free for the rest of your life. This would encourage everyone, especially the well-to-do to serve in the armed forces. I think that if you serve in a war zone, you and your wife and your children should have free health care for the rest of your life.
Some one will say, "Well somebody will marry a soldier just to get health care for themselves and their children."
Yeah, so what?

M$How about we ask that congress not screw around with our soldier's contracts in the first place?
Of course, that's too much to ask, so what to do in such a crisis? Give the people what they want. They risk their lives so we don't have to. It's a war expense. You bought the tanks, buy the soldiers. Congress may not have made whatever promises they're being held to, but I personally don't mind my taxes going to support someone who fought for my safety, especially if they're going to get the money later on anyway.
