I would like to create a website in the form of a wiki (or similar) where users can upload audio files of varying lengths and add their desc
I have a go daddy hosting account, but they offer limited space and bandwidth for what I can currently afford. Maybe there is a plugin for mediawiki or another cms that will allow users to upload directly to a 3rd party service for audio hosting? Maybe there is a inexpensive host meant for sites like these. I'd like people to be able to just sign up and upload their content.

Take a look at Bluehost (www.bluehost.com). Price is around $7/mo. They offer a number of "simple scripts" which are scripts they automatically install for you - including a few wiki options.
