Either Sukari McGill or Rose Alexander because both were the costumers for the that movie. Usually action films the costumers either buy a jacket from a thrift store, and have it replicated, or they design it from scratch and just have their design replicated. Because many copies need to be made for stuntmen and in case of emergencies.
But honestly, I'm sorry I could not find any production notes for that film to help you out. Usually those contain some insights to how the film was made and those who were involved. Maybe if you have the DVD, they might talk about it in the Commentary?
