I want to play my 360 remotely. I have seen services like 'On-Live' and realized that latency is definitely an issue. How would I do it?
Elgato 250 plus seems like a good start. It supports very low latency video.
Spawn labs has a device for this but i'm not satisfied that the latency is even remotely useful.

Doesn't seem like the type of thing that you'd be able to do reliably, which is probably why you're having a hard time finding a solution. The one from Spawn Labs looks like the best solution out there, but considering it cost more than an Xbox itself does, I wouldn't be able to justify getting one.
I don't think the Elgato 250 plus would do what you need. It would allow you to hook up the XBox to your Mac, but then you'd still need to stream the video from the Mac over the internet. There's things like Slingbox that would probably let you watch the screen over the internet a little more reliably.
The hard part is sending controller commands back and forth. There's a few "USB over TCP" or "USB over Network" devices out there that might work. I can't vouch for the product or the company, but here's an example of one that you might want to begin your research with:
