After a quick search it seems rats typically cost $10 to $25 from pet stores and slightly more from breeders. You can also rescue rats it seems. I would search for your city name + rat rescue or "city name pet rescue" and ask if they have rats to rescue. Petco has a shelter search here:

The real cost of rats seems to be in the cage ($50-100), food, health care and toys. It seems like $150-200 a year is a good cost basis to work from.
