Garmin also has numaps Guarantee. From Garmin: Anyone who first used their new Garmin nüvi or zūmo on August 17th or later will be eligible for a free map update if one exists within 60 days of the unit's first use.
Middle of the year or towards the end of the year is a good time to by GPS. Manufacturer usually try to get rid of their inventories by offering the next year map free.
TomTom also makes great GPS. However, I am more familiar with Garmin.
Which one better? It's personal decision. Some found TomTom menus are better.
