I want to buy a drawing tablet for my pc in the $200 range, just for play. Any recommendations?

If you really want to do anything serious and do not have that much money to spend I would recommend going with a graphics tablet in the Intuos4 series. They start at $229 but go up in price with the larger drawing areas. (http://www.wacom.com/intuos/small.php). The small graphics tablet does not provide much area, but the medium is large enough to be really useful.
I have an Intuos3 series graphics tablet, but do not find it anywhere as easy to use as a standard Tablet PC. It takes a lot of practice to be able to draw on one surface and look at another. However, the sensitivity of a graphics tablet, even a low end one, is much higher than a standard Tablet PC.
