So how do you mean that? Would you like a recipe with sour cream in the latkes themselves, or just to have that as a condiment? Baked or fried? and what do you mean by "with hash browns"?
If you clear that up for me a bit I can give you a recipe for what you'd like, assuming it's possible. I don't think you can really make latkes including sour cream as part of the recipe, they probably wouldn't cook properly.
