"Tue Mar 31 2009 César Chávez Day State holiday CO*, CA, TX*"
Texas and Colorado are marked with "*" as it is an optional observation.
As stated, it is celebrated in many different area such as: New Mexico, California, Arizona, Nevada, Utah, Colorado, and Texas. Also this year there was an official statement by President Obama that mentions Cesar Chavez day.
