I recently color washed my wall. After applying Valspar's protective clear coat I have smudge spots all over now. Can these be buffed out?

The clear coat when applied looks like glue and is supposed to dry clear, but in some spots it did not dry clear and looks like a film is on the wall.

It sounds like you didn't let the paint dry thoroughly before applying the clear coat. Buffing will do no good. Allow everything to dry for a few days, then re-apply another coat of clear.
