i passed out from a concussion that i did not know i had while driving. Can i be sited in the state of ohio for this?

It will depend on the situation. If there was an accident and the police were involved they will have to use there discretion as to whether to charge you if they think you were impaired. Since DWI / driving while impaired is a criminal offence it is possible. In that case you'll likely have to go to court ... might not hurt to talk to an automotive lawyer.
